The City of Pullman encourages business owners to register their business using the form found here:

This is an emergency contact registration form and is used for contacting business owners, managers, or point of contact person in case of an emergency that may involve particular businesses.  This could include fire, burglary, flood, or other emergencies.  Pullman business registration is required by Pullman City Code Section 6.95
